PlugGen is a Windows desktop application that generates Plugin admin options automatically via a visual design interface. There is much more to it than that though, including full generation of the main Plugin file (with header meta information filled out), plus the readme.txt file (needed when uploading your Plugin to the WordPress repository). You can also specify what hooks/callback functions are added to the Plugin code automatically via drop down box options. The application is rapidly evolving to become a fully fledged Plugin management tool, that will change the way authors develop their Plugins forever! :) The application is in it's very early stages.
